Duanesburg Planning Board Meeting
April 21, 2005

Public Hearings

Frank and Kerri Maner (Owner) and Thomas and Sheila VanValen (Applicant) are applying for a one lot minor subdivision. They propose to subdivide a six-acre parcel from the present 88 acre parcel. The parcel to be divided off has no road frontage and will be combined with the lands of VanValen. Public Hearing Opened. There were no comments or questions from the audience or the Board members. Schenectady County Planning had no issues with this project. Public comments closed for this hearing.

Leonard VanBuren owning property on Bull Street SBL#75.00-3-17.1 is applying for a Special Use Permit to build a two family residence. Public Hearing Opened. Sherrie Wages questioned Mr. VanBuren briefly about sewer hookups and the location of the driveway. The parcel does have a sewer hookup and the driveway will be off Bull Street. Schenectady County Planning had no problems with this project. Public comments closed for this hearing.

Approval of Minutes

Motion by Laura Silva seconded by Sandra Scott to approve the March 21, 2005 minutes as written. Roll Call Vote: Laura Silva-yes, Sandra Scott-yes, Walt Miller-yes, Mark DeLeva-yes, Martin White-abstain

Old Business

Thomas R. Spoor owning 40.5 acres at 579 Duanesburg Churches Road SBL#54-2-35 is applying for an 11 lot major subdivision to be known as Hawks Landing. The parcels range in size from 2.3 acres to 5 acres and the project will include construction of a road into the subdivision from Duanesburg Churches Road. Mr. Spoor will present the Board with a preliminary survey at the May meeting. Representative showed the Board a rough sketch survey of the plan and the Board commented on them. At this time there are nine lots proposed and the plan would be to build the road prior to selling the lots. Some concern about the size of some lots as there may be limited water location areas. Test wells may be helpful for those spots or consider moving the absorption fields and well sites to address the issue.

Kevin and Elizabeth Novak owning land at 699 Miller Corners Road SBL# 33.00-1-6.1 are applying for a one lot minor subdivision taking a 2.3-acre parcel from the 103.5-acre lot. Board received copy of Deed and asked the Novaks to add a septic disclosure and ag disclosure to the survey map.

J. Clark Winslow owning property at 602 North Mansion Road SBL#67.04-1-79 would like to adjust a lakeside lot by moving one boundary on an adjacent lot also owned by the applicant. Mr. Winslow was out of the country when the Public Hearing was scheduled in March 2005. Schenectady County Planning would like to see the Health Department approval of the septic system.

New Business

Stephen and Eveline Black owning property at 186 Scotch Church Road SBL#18.00-2-16.111 are applying for a two lot minor subdivision. They propose to subdivide four acres from the existing 231 acres for the purpose of building a residence. Board reviewed the sketch plan. A survey is being prepared and will be submitted by May 9, 2005 for Board review.

Quaker Street Fire District #1 owning property at 10136 Duanesburg Road SBL# 75.12-2-6.1 are applying for a Special Use Permit to construct a storage unit. The unit will be a 40' x 70' x 20' high metal building. Board reviewed the site plan and did not see any issues with the plan. A Public Hearing is not needed for this application.

F&L Builders/Developers Inc. owning property on Gage Road are applying for a boundary change. They propose to take acreage from a 60 acre parcel to increase the size of Lot #1 from 4.35 acres to 8.72 acres. Board requested a copy of the deed.

Cason Inc. is applying for a Special Use Permit for a trucking company repair, storage and administrative facility to be located on Route 20, 1/2 mile east of the I-88 intersection on the south side. The proposed repair building would be 100' x100' with an office addition of 40' x 40'. Mr. Casen stated that Monday through Friday the trucks will be out on the road. They do not own what is hauled. On site services would be truck repair and administration. Board concern about items being stored in the buildings rather than outside of them. Board requested a more detailed Business Plan to include lighting and landscaping plans and a letter from DOT regarding site distance approval.

Motion made by Laura Silva seconded by Walt Miller to hold a Public Hearing on this matter on May 19, 2005 at 7:30pm. Roll Call Vote: Laura Silva-yes, Walt Miller-yes, Martin White-yes, Mark DeLeva-yes, Sandra Scott-yes.
